WILL IT JUST BE THE LITTLE GUY PAYING THIS INCREASE OR WILL {eg} NURSING HOMES, BUSINESSES AND CO-OP BUILDINGS BE INCLUDED. IF THEY WOULD JUST GO AND COLLECT ALL THE MONEY THEY ARE PRESENTLY OWED, MAYBE THEY WOULDN'T NEED AN INCREASE.
